The governor of the Kemerovo region, Tuleyev, said at a meeting with the president on October 11 that 13 million tons of coal had accumulated in warehouses in Kuzbass, which is starting to burn. “There are cars, we cannot take them out,” Tuleyev said then. The governor explained this by the fact that as a result of the reform of Russian Railways, a huge number of owners of rolling stock appeared, who are not coordinated with each other. The next day, President Dmitry Medvedev instructed Russian Deputy Prime Minister Sergei Ivanov, Transport Minister Igor Levitin and Russian Railways President Vladimir Yakunin to sort out the situation with the export of coal within three days and submit proposals for solving this problem.

The fact that JSC “Russian Railways” and the administration of the Kemerovo region have taken the necessary measures to ensure the timely removal of goods, said in the report of the Russian government. Many complaints about problems with the export of goods came from industrialists, in particular from agricultural producers and coal miners, from the Krasnoyarsk Territory. After the intervention of Prime Minister Vladimir Putin, the head of Russian Railways announced that the problem was being solved.

Medvedev said that the day before he had held a meeting dedicated to transport problems. He recalled that the situation in Kuzbass was resolved after the intervention of the president and the prime minister, but problems persist in other regions.

“This means that our transport complex, unfortunately, and the dispatching service of wagons, unfortunately, do not match the needs of the economy in the right way. We have carried out reforms in this area, I spoke about this yesterday, I would like to put an end to this issue, but, unfortunately, these reforms so far lead to the opposite result. We must muster the courage and admit that this system is not working well now, ”Medvedev said.

There are now more than a million freight cars and hundreds of rolling stock operators in Russia: there are 200 of them on the Krasnoyarsk railway alone, and in total there are over 1.8 thousand in Russia. However, due to the lack of regulations governing the movement of a private fleet of freight wagons, disorganization arose in the management of cargo transportation. There is no single system that regulates the movement of empty cars, which leads to traffic jams and downtime. The owner of the cars himself determines the routes of their movement, without taking into account the possibilities of the infrastructure. As a result, there are traffic jams at the stations, the cars stand idle for 5 to 20 days.
